About Digital Transformation Measurement


The Digital Transformation Measurement is one of the key initiatives of the Digital Government Authority, as outlined in its statute approved by Cabinet Resolution No. (418) dated 25/7/1442 AH. It replaces the Yesser Government Electronic Transactions Program and represents an extension and development of a series of ten distinguished editions that contributed to advancing Saudi Arabia in various international digital transformation indicators. The initiative aims to achieve the highest levels of digital transformation in government digital services, moving towards a proactive and initiative-driven digital government capable of providing highly efficient digital services.

Origin of Digital Transformation Measurement

The initiative stems from Cabinet Resolution No. (40) dated 27/2/1427 AH, which approved the controls for implementing government electronic transactions, as amended by Cabinet Resolution No. (252) dated 16/7/1431 AH, specifically in Clauses (22) and (23) as follows:

Clause (22) Each Government Agency shall measure the extent of transformation to e-government transactions every six (6) months according to indicators developed by the Program. Such indicators shall be included in the annual report of the Government Agency, and copies thereof shall be sent to the Program. Clause (23) An annual general report is submitted to the Royal Order—prepared by the program—showing the extent of government agencies’ transformation to electronic transactions, according to the indicators outlined in Clause (22) above.This resolution laid the foundation for the launch of the Digital Transformation Measurement for Government Electronic Transactions initiative. At that time, the measurement methodology was based on a specific mechanism built on several objectives that contribute to achieving the strategic directions of the Digital Government. It measures government agencies’ transformation to electronic transactions through several defined phases to achieve the primary goal of this measurement.

This methodology was further developed with the introduction of the Eighth Digital Transformation Measurement Framework in 2019, marking a qualitative leap in the measurement process by adopting a more comprehensive framework. It shifted from focusing solely on electronic transactions to the broader concept of digital transformation, measuring the digital transformation journey of government agencies and assessing their maturity levels. The framework provides a comprehensive and integrated package aimed at achieving the highest phases of digital transformation within government agencies. This approach was adopted to support organizational strategies, develop innovative and flexible business and operational models, leverage technologies, enhance talent, reorganize processes, and manage change, thereby creating added value and new experiences for beneficiaries, employees, and stakeholders.

Building on the series of "Qiyas" successes, Qiyas 2022 represented a distinct qualitative shift in measuring digital transformation. It measures the extent of government agencies’ compliance with the digital transformation standards issued by the Digital Government Authority, rather than measuring maturity. This aligns with Cabinet Resolution No. (418) dated Rajab 25, 1442 AH, which approved the statute of the Digital Government Authority. Article (4) of the resolution specifies the powers and responsibilities of the Authority, including: Paragraph (6) of the same article provides that the Authority is tasked with: "Monitoring the compliance of government agencies with decisions and directives related to digital government transactions, in accordance with the frameworks and standards set by the Authority."

The Digital Transformation Measurement 2022 supports the government’s direction derived from Saudi Vision 2030, which emphasizes the importance of digital transformation as a key enabler for achieving a digital government that provides citizens with the best services using the latest technologies and modern trends. Based on these objectives, the Digital Government Authority, exercising the powers granted to it under Clause (9) of Article (4) of its statute, developed digital transformation standards that constitute a comprehensive framework for the digital transformation process in government agencies. This framework includes a set of precisely defined standards with detailed requirements, giving government agencies a clear understanding of what must be implemented to achieve digital transformation targets and reach a proactive, initiative-driven digital government capable of delivering highly efficient digital services.

Throughout the "Qiyas" journey, the Authority ensured full utilization of previous measurement processes, identifying and reinforcing strengths, addressing and mitigating weaknesses, and studying leading experiences in digital transformation. These experiences were analyzed and compared to the current situation in the Kingdom to improve the regulatory environment for digital transformation, supported by a national team of specialized experts and consultants with proven competence and experience in the field.
