Cabinet Resolution No. (418) was issued on 7/25/1442 AH and after reviewing the recommendation of the General Committee of the Council of Ministers No. (4933) dated 07/20/1442 AH to approve the organization of the Digital Government Authority.
The decision is a qualitative leap towards enhancing digital performance within government agencies, raising the quality of services provided and improving customers' experience with government agencies, in line with the Kingdom's ambitious vision 2030.
The Digital Government Authority paves the way for government agencies to provide digital services of high quality and efficiency that contribute to raising investment returns and raising the value of the national economy, and work to measure the performance and capabilities of government agencies in the field of digital government, to achieve beneficiary satisfaction.

Strategic Directions Document
This document explains the strategic directions taken by the digital government of the Kingdom of Saudi Arabia, which was developed by the Digital Government Authority in coordination with the relevant authorities to achieve set strategic goals and aspirations of the Kingdom, and become the leading digital government in the world. This objective will be achieved in two phases:
The first phase: aims to build the digital government of the future by accelerating its growth and enforcing governance and regulation.
The second phase: aims to achieve excellence in digital government services and reach global leadership in international indicators and standings.
Digital Government Authority
The Digital Government Authority was established following a Cabinet decision on March 9, 2021 corresponding to Rajab 25, 1442H. The Digital Government Authority (DGA) is the competent and national reference for all Digital Government related activities. DGA aims to regulate Digital Government activities in the government entities, to achieve a proactive Digital Government capable of providing highly efficient digital services, & achieve integration amongst government entities.
Introducing Digital Government
Digital government refers to the use of digital technologies as an integral part of the government's' strategies. It relies on a digital government ecosystem which supports the production of and access to data, services and content through interactions with government agencies according to a set of principles and dimensions, while remaining within the strategic directions set for the digital government. The digital government focuses on providing information and communication technologies, as well as systems, platforms and portals, to build, improve and enable easy access to government information and services, while maximizing quality and security. It aims to do so by enhancing community participation to support the development of administrative, organizational and operational processes within government sectors, and adopting innovative business models and flexible policies and standards that promote digital transformation and excellence.

Our aspirations for the digital government have been embedded within the vision as a pioneering digital government for an enabled, and vibrant nation:
Placing Saudi Arabia amongst the top ten leading digital governments globally.
Implementing advanced digital technologies in government agencies to improve day-to-day activities.
Providing services that are focused on a beneficiarycentric approach to improve customer satisfaction.
Mission
The mission embodies a purpose of how the digital government is looking to accomplish its vision to achieve seamless and integrated digital government services by leveraging the value of technologies and placing beneficiaries at the heart of the delivery:
Providing an integrated and interconnected digital government ecosystem that improves decision making.
Placing beneficiaries’ wants, needs, preferences, and expectations at the heart of Digital Government decision making.
Encouraging the adoption of digital technologies to reap the benefits it offers and better address digital challenges.
Values
The values embody the different principles the digital government will instate in the government ecosystem:
Participation: Government agencies shall promote citizen and private sector participation in order to generate transparency and increase beneficiary confidence in government institutions. Active participation is to be built upon consultation and exchange of basic information and enhancing the joint development processes, in addition to providing digital technologies to obtain innovative mechanisms that promote communication between all players.
Collaboration: Government agencies shall collaborate with other players in the government, non-profit, and private sectors through institutional interaction models, in order to identify gaps and priorities to deliver services to the beneficiaries. This will give the agencies the possibility to effectively assign human and financial resources who will target priority processes and areas where the demand is high before making new investment. Consequently, existing gaps between the (supply) government agencies and the (demand) beneficiaries and other stakeholders will be reduced, and this process will inevitably result in a higher beneficiary satisfaction with the services provided by government agencies.
Innovation: Government agencies shall strive to generate and incorporate new ideas and methods to enable & expedite the digital transformation processes and improve their services. Key beneficiaries of government services shall also be central in the development and transformation of all digital government services as well as central participants in the creation of new digital solutions.
Commitment: Government agencies and Ecosystem players shall provide their best efforts to achieve implementation of Digital Government policies and recommendations. They shall also follow the digital transformation models’ policies and technical standards related to international indicators, under which the government agencies’ compliance will be monitored, in addition to providing the consultation needed to contribute to increasing the level of adherence.

- Proposing draft regulations and recommending amendments to the current applicable regulations.
- Preparing of the National Digital Government Strategy and overseeing the strategy implementation.
- Regulating the work of the digital government programs, operation, management and projects circulating them to the relevant agencies.
- Setting standards for digital government products.
- Benchmarking the performance and capabilities of the government agencies in the areas of digital government and beneficiary satisfaction.
- Following up on the commitment of the government agencies.
- Governing the digital government cloud.
- Rationalizing the costs of the digital government services.
- Providing advisory and services to the government agencies and private sector.
- Setting technical standards for digital transformation models and following up the commitments made.
- Providing support for the adoption and empowerment of modern technologies.
- Contributing to national capacity-building and participating in the preparation of educational and training programs.
- Conducting studies and research on digital government.
