Building on the previous Qiyas cycles, and with the aim of improving the measurement of digital transformation, the Digital Government Authority developed in Qiyas 2021 a comprehensive framework that represents an integrated methodology for measuring the digital transformation process in government agencies. This framework provides a clear structure based on axes and indices aligned with the directions in this field. The phases of digital transformation (Building – Service Availability – Excellence and Improvement – Integration – Creativity) were maintained, with some refinements made to the names and concepts of certain phases to ensure greater accuracy and clarity, resulting in the following phases: (Building – Availability – Improvement – Integration – Creativity). During this phase, a national team of experts and consultants specializing in digital transformation was appointed, preparing qualitative studies and research in the field and reviewing leading international experiences. The team focused on comparing these practices with the current situation in the Kingdom of Saudi Arabia, identifying gaps, providing recommendations, and working on their implementation to support and enhance digital transformation processes in government agencies.
Developing and improving the digital transformation measurement indices, consisting of: the first sub-index (agency maturity based on the perspectives and axes of the digital transformation journey), the second sub-index (compliance with regulations and legislation), and the third index (digital services maturity – “Observatory”).
Maintaining the perspectives, axes, and the digital transformation journey that were adopted in Qiyas 2019.
Updating the guidelines and the requirements for supporting documents to be uploaded by government agencies on the Qiyas system, making them more specific than in Qiyas 2019.
Focusing on improving and developing the perspectives and axes that received the most inquiries in Qiyas 2019.
Studying the policies related to data issued by the National Data Management Office and aligning the data perspective with these policies.
Enhancing the indices and eliminating dependencies among them, with each sub-index now having a defined scope that enables government agencies to diagnose their current status in these indices.
Updating the standards related to the creativity and Leadership phases.
