DGA’s technical classification is part of the general classification issued by the Ministry of Municipalities and Housing (MOMAH), as the technical classification outlines a score out of (100), while the financial classification is issued by MOMAH, and MOMAH issues the general certificate by combining technical and financial scores.

Technical Classification:
It is an evaluation of ICT contractor’s technical capabilities in line with the National Classification for Economic Activities (ISIC4), as the contractors will be evaluated in categories and technological activities by value chain.

The Technical Classification includes four levels of value chains, as follows: 

• Research, Development, and Innovation: This level focuses on innovation, research, and development, as well as improvement of products, services, and processes. 
• Implementation and Integration Services: Design and implementation of a product and/or service where the contractor provides an integrated solution.
• Support Services: Maintenance required after implementation or technical support for a product and/or service.
• Sales and Distribution Services: Hardware sales and software licenses.

DGA technical classification is part of MOMAH general classification. In addition, MOMAH combines the technical classification score - issued by DGA - and financial classification score to issue the score and certificate of company's general classification according to MOMAH Classification Matrix.

ICT Sector’s contractors who desire to obtain MOMRAH’s Contractor Classification Certificate.

It will not affect existing contractor classification certificates throughout the coming period of 2023 AD, and it will apply to new classification requests, and requests for renewing classification certificates.

Baladi Platform belongs to the Ministry of Municipalities and Housing, which was developed in cooperation with the various municipal sector entities to serve as the national portal supporting the municipal community. It is the official portal for obtaining a Contractors Classification Certificate. One of the requirements for contractor classification is obtaining a technical score through DGC of the Digital Government Authority, which is digitally-linked with the Baladi Platform.

Cluster is an electronic portal launched by DGA to provide a set of services to government agencies, investors, local and foreign private sector technology companies. Some of these services are as follows:

• Technical classification service for contractors in ICT sector.
• Digital sponsorships and events for private sector.
• Announcing investment opportunities of digital government.

• Digital government news.
• Reports and data.

DGA certificate outlines contractor's technical score as a score out of (100), and it is a prerequisite for obtaining general classification certificate from MOMAH , which combines both technical and financial scores.
