DGA Holds “Digital Resilience Symposium”

The Digital Government Authority (DGA) held the “Digital Resilience Symposium” on Monday, 29 December 2025, with the participation of representatives from several government and private agencies, aiming to enhance awareness of digital fraud in the government sector.

The symposium highlighted the importance of risk management and business continuity by hosting a number of experts and showcasing prominent experiences and success stories of government agencies in addressing digital challenges and combating fraud.

The symposium featured a keynote address by Eng. Nabil Al-Awfi, Vice President of DGA for Risk and Business Continuity, in which he emphasized the importance of strengthening digital readiness and raising awareness of cyber risks and digital fraud. He also highlighted the role of integration and cooperation among government agencies in building a safe and trusted digital ecosystem that contributes to the sustainability of digital government services.

The symposium also included a panel discussion titled “The Voice of Experts in Combating Fraud,” featuring Lt. Col. Zahran Al-Zahrani, Director of the Financial Fraud Crimes Unit at Public Security; Abdullah Al-Zandan, Director General of Governance, Risk, and Compliance at the Ministry of Communications and Information Technology; and Mishaal Al-Abdulwahab, Director of Financial Fraud Supervision at the Saudi Central Bank.

The symposium reviewed a number of presentations addressing key challenges related to digital fraud, best practices in risk management and business continuity, as well as successful models and experiences of government agencies in responding to digital threats and enhancing institutional resilience.

The symposium also witnessed the recognition of outstanding government agencies under the Risk Management and Business Continuity perspective of the 2025 Digital Transformation Index, as part of the Authority’s efforts to enable government agencies to address digital risks and promote the adoption of best practices and standards—thereby contributing to the protection of digital services and enhancing beneficiary trust, in line with the objectives of Saudi Vision 2030.

The symposium concluded with the issuance of “The Anti-Digital Fraud Guideline”, which aims to apply an effective risk management methodology, strengthen national efforts, unify approaches, and raise awareness of key concepts to reduce digital fraud in the government sector.

The guideline provides practical guidance and actionable recommendations for government agencies across all their digital services and products, taking into account differences in needs and scale. This enables the adoption of best practices, the implementation of procedures suited to the nature of operations, and the enhancement of service continuity with efficiency and quality.
