Digital Government Authority Issues Whole for Government Platforms Controls

The Digital Government issued "Whole for Government Platforms Controls" to encourage government agencies to utilize technical solutions and shared infrastructure. This is part of the Authority's efforts to implement the Whole of Government concept and transform existing platforms from isolated e-government services to well-integrated platforms that benefit from shared e-systems and government services. The goal is to provide consistent, accessible, integrated, and beneficiary-centered services.

The document sets the requirements and conditions for the government agencies responsible for shared e-systems and government services. It regulates the matters related to linking of government agencies to those systems, making the optimal use of shared government services they are providing, managing the relationship with beneficiary government agencies, and ensuring effective and easy use of those systems by maintaining high levels of operation, maintenance and availability.

The scope of these controls includes:

  • Controls for linking the beneficiaries of shared e-systems and government services.
  • Controls for managing and operating shared e-systems and government services.

Which include:

  • Developing and operating shared e-systems and government services
  • Controls for monitoring the performance of shared e-systems and government services.
  • Controls for managing the relationship with the beneficiaries of shared e-systems and government services.


These controls apply to government agencies responsible for shared e-systems and government services, government agencies benefiting from shared e-systems and government services, in addition to the private sector agencies that work as developers or operators of work related to digital government.
